Inventor says that new legislation while welcomed may not go far enough ...

Philadelphia , United States - November 7, 2021 /MarketersMEDIA/ —

House Member to introduce legislation to fix patent mess.

It would be good if the Massie Act passes in Congress restoring protections for small inventors. A lot of that protection was lost when the Smith -Leahy Act of 2011 was enacted . This changed the status of inventing from FIRST TO INVENT to FIRST TO FILE . This gave impetus to corporations with more money and networking power . The inventor , Dorothy M. Hartman submitted the process, Accessing Accessibility in 1990 to the Small Business Innovation Research program [ SBIR] describing it as a way to improve telecommunications and commerce. Previously commerce had been forbidden on the Arpanet or what is referred to as Internet 1 by Internet insiders . The Inventor who is also a Science Teacher taught in her proposals to the government how to use cyberspace which has always been latent in computers in an enhanced way as to maintain billions of people online simultaneously and increase transactions .

A dispute arose in reference to the disposition of the inventor's intellectual property . She believes that the government misappropriated her intellectual property and that in 2016 , the modern day Internet similar to Hartman's ideas was declared a utility . So says Hartman . No doubt the government feels differently . The National Science Foundation commissioned to Merit Networks to add "commercialization" to the Internet , circa1990-1991. The new internet , referred to as Internet 2 by insiders was introduced around 1994 as a result of that transformation .

Her invention , the Accessing Accessibility Process , when reduced to practice comprises a structure similar to that of Internet 2 . Internet 2 is the present and modern day Internet that Hartman claims to be her intellectual property . Of course , it began as ideas as do all inventions . She claims to be the First to Invent and First to File and that her rights were not preserved. It will be interesting to see whether Representative Massie's bill will pass congress and whether or not it will help small , independent inventors like Ms. Hartman - whose perspective of course is different because her invention is the one on which others depend. The brief video below shows the approximate time that the present day or modern day Internet emerged .
